Primary Purpose   The primary function of this position is to oversee compliance of the drug and alcohol testing program state and federal regulations, including but not limited to the Department of Transportation (DOT) 49 CFR Part 40, Pipeline Hazardous Materials Safety-Administration (PHMSA) 49 CFR Part 199, Federal Motor Carrier Safety Administration (FMCSA) 49 CFR Part 382 regulations, California Public Utilities Commission (CPUC) and California Highway Patrol (CHP) requirements related to the Company's Anti-Drug & Alcohol (D&A) Misuse Prevention Program and compliance with Company Policies and Collective Bargaining Agreements. This position also oversees compliance of the DMV Pull Notice Program for commercial motor vehicle drivers and mandated FMCSA D&A Clearinghouse queries and requirements.   Duties and Responsibilities Conducts weekly employee data imports and runs monthly system generated random selections; Conducts monthly reconciliation to account for all drug testing records and prepares statistical and MIS reports for internal and annual DOT reporting and addresses errors and inconsistencies.  Monitors changes to state and federal regulations, interprets and identifies changes required to internal processes and procedures, and outlines necessary policy revisions. Conducts audits of, and/or develops internal processes and procedures to ensure compliance of the D&A testing program; including the DMV Pull Notice Program and FMCSA Clearinghouse requirements for commercial motor vehicle drivers; Provides back-up coverage for the DMV and FMCSA functions, as needed; Identifies inefficiencies and makes process improvement recommendations.  Ensures required D&A background checks are properly conducted for all external and internal candidates moving to DOT-regulated safety-sensitive positions and maintains accurate records. Responds to HR requests for review of new and/or existing Job Profiles and Covered Function Checklists to determine and identify the DOT job classification (e.g., whether the functions to be performed fall under DOT-regulated requirements; Collaborates with external departments (Pipeline Safety Compliance and Operator Qualification departments) to validate the functions and job classifications; Communicates with HR to ensure proper procedures are conducted before candidates enter a DOT position. Responds to new employer requests for Part 40.25 background checks of D&A history submitted for former employee information. Tracks, collects and maintains Collector/BAT, MRO, and SAP certifications, and requests collector error correction training, as needed. Takes lead role in department’s Record Retention and ESCMP training responsibilities to ensure staff member compliance. Troubleshoots and addresses computer system software issues with appropriate internal or external contacts, as needed. Supports other departmental strategic goals, including support of Wellness sponsored programs and events, as needed. May provide work direction to team members in absence of Manager. Communicates with service providers (laboratory, medical review officers, clinics) to address account issues and handles service provider contracts, as needed; including periodic audits of designated external service providers or medical clinics to ensure compliance with DOT collections guidelines, as needed. Performs other duties as assigned (no more than 5% of duties).
